Chris Luna

President & CEO (Ex Officio)

For the past 30 years, Chris Luna has devoted himself to practicing law, public service, and civic leadership. Prior to joining the SPCA of Texas, Chris was Vice President at T-Mobile USA, Inc., one of the country’s largest wireless carriers.

As a three-term Dallas City Councilman, he championed issues vital to his inner-city district, which included downtown, Oak Lawn, Old East Dallas, and the Cedars. He also served on the board of Parkland Health & Hospital System.

Chris served as general counsel for a non-profit hospital corporation and has served as pro bono legal counsel for several non-profit corporations. Chris is a past chair of the Richardson Chamber of Commerce, past president of the Garland Housing Finance Corporation, past chair of the Shared Housing Center, and past president of the Dallas Hispanic Law Foundation. He is also a past president of The Dallas Assembly, one of North Texas’ oldest and most respected civic organizations.

He also believes firmly in developing tomorrow’s leaders, which he exhibited by being an adjunct faculty member at Southern Methodist University School of Law, Dallas College, and the University of Texas at Dallas.
Chris has received several honors and awards for his legal, civic, and community work, including The Dallas 500, D CEO magazine (2021, 2022, 2023), Maestro in Leadership Award, Latino Leaders magazine (2022), Leaders in Diversity Award, Dallas Business Journal (2021), Kuchling Humanitarian Award, Dallas Black Tie Dinner (2021), Lifetime Achievement Award, The Texas Lawbook and Association of Corporate Counsel Dallas-Fort Worth Chapter (2020), and Pete Torres, Jr. Community Service Award, State Bar of Texas, Hispanic Issues Section (2020).

Chris graduated from the University of Texas at Austin School of Law and UT’s business school in accounting. His legal career included the law firms of Akin, Gump, Strauss, Hauer & Feld, L.L.P. and Sheinfeld, Maley & Kay, P.C., both in Dallas. He also clerked for Chief Judge Robert C. McGuire, U.S. Bankruptcy Court for the Northern District of Texas.

Luna is a native Texan and has called Dallas home for over 35 years. He lives in the Dallas area with his husband, Kent Mecklenburg, and Bacio, their senior doggy daughter.
